Ukraine is launching a new housing support program for internally displaced persons (IDPs) who lost access to their homes in temporarily occupied territories. Starting December 1, eligible citizens will be able to apply for a housing voucher worth up to ₴2 million. Priority will be given to veterans and individuals with war-related disabilities.
The Ministry for Communities and Territories Development announced the upcoming launch, noting that the technical implementation of the service is in its final testing stage. The voucher system will operate as part of the updated state initiative eRestoration.
Initially, applications will be accepted exclusively through the Diia mobile app. Later, the ability to submit documents will expand to Administrative Services Centers (CNAPs) and notaries. Applications will be reviewed by local commissions in the communities where IDPs currently reside, according to their official proof of displacement.
This new program targets individuals who cannot return to their homes due to occupation. Since access to occupied territories is restricted, applicants will not need to provide documentation proving damage to their property. They will only be required to indicate details about the home left behind on the temporarily occupied territory.
To qualify, applicants must meet the following criteria:
Have official IDP status with previous residence registered in a temporarily occupied territory;
Not own any other housing in government-controlled areas of Ukraine;
Not have previously received state assistance for purchasing housing;
Belong to the category of combat veterans or persons with war-related disabilities (for priority processing).
The ₴2 million electronic voucher can be used to purchase housing in any settlement within government-controlled Ukraine. The voucher will not be issued as physical cash — funds will be transferred directly to the seller through state registries once the purchase is approved.
The government emphasizes that the main goal is to help people who lost their homes due to occupation rebuild their lives in safe regions. The program is expected to become a key element of Ukraine’s long-term support system for IDPs and contribute to broader social recovery.
